The Infirmary

Taelia has set up a makeshift infirmary to treat the victims of the Wraiths and help them recover. As new Wraiths are defeated and return to their original Neopet forms, they appear in the tent. Each patient is only available for a limited time, once they are fully cured the associated step and achievements are retired.

The Infirmary can be accessed by clicking on the red cross signpost at Taelia's Potion Brewing Centre:

The goal of this step is to create duplicate Concoctions from Taelia - the same ones used to heal Neopia of the Wraith fog. Using them on the Neopets helps to cure them for good. The green bar is a measure of how close to completely healed each patient is. You are not intended to fill the green bar yourself—it appears that it is manually adjusted by TNT themselves.

In order to use a potion, you will first need it in your inventory. You can then click and drag the potion onto the ill Neopet.
