In short, you can purchase sticker packs from the NC Mall, currently selling for 250 NC for 5 stickers. There is also a free pack to get started, the Pronouns Sticker Pack—but it's currently not available properly, stay tuned.
There is also a new FAQ available. Notably, you can only use stickers in your Signature, not in your main neoHTML. You also shouldn't be annoying and stack stickers, or else support will take action against you.
