Terror Mountain Kiosk
If you don't mind braving the cold, why not go to the Terror Mountain Scratchcard Kiosk to try your luck? For just 600 Neopoints, the Scratchcard Kiosk Wocky will let you choose a card at random to scratch! This kiosk is closed 9-10am and 1-2pm NST.
You may scratch a maximum of 5 scratchcards here per day. You can purchase a card here 6 hours after the last scratchcard you purchased (either Terror Mountain, Deserted Fairground, or Lost Desert).

If by chance you scratch off two sets of matching icons (for example, three Level 1 icons and three Level 4 icons), you will only receive the prize for the higher level.

The Lost Desert
In the city of Sakhmet, you will find the Lost Desert Scratchcard Kiosk, which is kept running by a nice Desert Cybunny who only asks for 500 Neopoints in exchange for one of his scratchcards. This kiosk is closed 10-11am and 2-3pm NST.
You may scratch unlimited scratchcards here per day. You can purchase a card here 4 hours after the last scratchcard you purchased (either Terror Mountain, Deserted Fairground, or Lost Desert).
The prizes for scratchcards bought in the Lost Desert work a little differently from those purchased in the previous two locations. Basically, what you see is what you get: if you scratch and reveal three vases then you will win a vase; scratch and reveal three NP bags and you win Neopoints. The exception to this is that if you scratch off 3 Lost Desert Brush Plushies, you will receive a book.
However, the rarity of the card you scratch affects the prize pool from which you can potentially win. For example, if you scratch off three NP bags on a Scorched Treasure Scratchcard, then you will win relatively fewer Neopoints than if you scratch off three NP bags on a Geb Gajillionaire Scratchcard. Likewise, it becomes possible to win a Lost Desert Paint Brush with a Bagguss Bonanza Scratchcard but you are slightly more likely to win one on a Sandtravaganza Scratchcard.

If you have a Neopets Premium account, then each week you will receive a Space Faerie Scratchcard. These cannot be sold or bought so the only way to get one is to sign up for a Premium account, in which case you will receive one every Friday. They are not physical items, though they can count against your inventory's number of items (they only affect your inventory in certain circumstances that aren't currently known). They can be accessed on the bottom right of your Premium Toolbar (or here). Some of the prizes have been retired from the scratchcard as of June 2013.

Certain factions give the opportunity of activating the Full Pockets boon or the Scratch Master boon if you side with them and they emerge victorious from the Battleground of the Obelisk.
The Full Pockets boon earns you additional Neopoints when you scratch a Space Faerie scratchcard. As such, this boon is only available to users who have purchased the Premium service.
The Scratch Master boon allows you to ignore the usual waiting period and purchase two scratchcards at a time before the time restrictions come into effect.
