The Ice Cream Cart is located in Happy Valley, and is run by Mr. Chipper, the first Lutari to be seen in Neopia.
You can only get an ice cream if you have a coupon. The coupons are obtainable in two places. Either through user shops, or through Taelia's Quests. Doing a quest for Taelia the Snow Faerie could result in her giving you one of her coupons. (But that doesn't always happen; for more information on her quests you can read this page.) You can get any item with the words "Ice Cream" in its name from The Ice Cream Cart, though there are a few exclusive flavours to watch out for and these are listed below.
