Update: The event is now live!
Donating is slightly different this year - but the avatar is already active!
This year's Charity Corner will be starting very soon! Although the main page is not yet up, both the Perk Shop Preview and the FAQ are now live! It seems there will be a new host this year!
We'll update you as soon as the event is actually live. As a note, this year's Charity Corner will most likely award an avatar:

Good News: Charity Corner Discards to be Updated

Good news, Neopians! hardtotame has taken to the Neoboards to announce that the (painful) discard system will be updated and go live on Monday, May 13th.
The update promises to "simplify" the existing discard system, along with increasing the item cap from 10 items to 15 items allowed to be discarded in one go. It is currently unknown what "simplify" means.

ANOTHER UPDATE: hardtotame has also confirmed a few details on the perks for this year's event:

We will be simplifying the discard system. The update is expected to go live on Monday.As a reminder, Charity Corner is running between now and Monday, May 20th 11:59 PM NST. We should see at least half of the event with the updated discard system.
Along with it, we will also increase the number of items that can be donated in one go, from 10 to 15, and we plan to keep increasing it incrementally as long as it doesn't cause too much load on the servers. Mass discard is not an option right now.

Charity Corner NC Element Live + Perk Updates

This year's Charity Corner NC Element has finally launched! In order to participate you will need to purchase Clutter Boxes from the NC Mall.
(The images of these items are currently a bit confusing versus the names & descriptions of them. The names are the correct denomination.)
You will be able to use these Clutter Boxes, along with NC items in your inventory, to exchange for Badges of Freedom. These Badges can then be exchanged for new, exclusive NC items.
As with the changes to the NP portion of the event, donation is also happening differently on the NC side. You will first need to activate the Clutter Boxes in your inventory by 'unpacking' them. Then, you can select up to 10 NC items in your inventory to donate at a time. You will have to donate via the lever on the NC page once you have selected them. You earn 1 badge per item donated.
In related Charity Corner news, the FAQs for the perk shop has had a couple of new additions to further clarify how the 'Perk Me Up' perk will work.
The 'Perk Me Up' can be purchased multiple times, but some of the possible outcome perks are limited. If you continue to get them after you reach the max, you will instead gain an item from an 'exclusive item pool'. Some of the possible perk outcomes will also be rarer than others.

This morning, Charity Corner has had a couple of updates as announced last week.
Firstly, the amount of items you can donate at a time has been updated to 15 from the original 10. Secondly, there is now a new Quick Stock-like feature that allows you to select all 15 items at a time. You can even donate them on the actual page instead of visiting Atsumi (by clicking the Declutter button).
The old system is still available should you wish to use it, but this new one is far quicker.
